Information about the Community Infrastructure Levy
A Community Infrastructure Levy (CIL) is a charge on new developments, which the council is considering introducing. The money raised will help to pay for infrastructure needed as a result of new development within the East Riding. This could include school buildings, green space, flood defences, and transport improvements. A CIL may be payable on certain developments such as new houses or flats of any size, unless it is built by a ‘self-builder’. A self-builder is where an individual buys a plot of land on which to build their own home. A CIL will also be payable on other developments that create net additional floor space and where the gross internal area exceeds 100 square metres. This includes developments permitted by a ‘general consent’ including permitted development, which are specific types of building works that don’t require formal planning permission.
The Community Infrastructure Levy (CIL) Draft Charging Schedule has been published for public consultation.
The Draft Charging Schedule consultation document outlines the proposed CIL charges that will be applied to new residential floorspace in certain parts of the East Riding. In addition, it identifies that a charge would also be applied to new retail warehouse development over 500sqm in size. No charges are proposed for other uses.
The Council has also published evidence to inform the introduction of CIL in the East Riding of Yorkshire. This includes a CIL Infrastructure Projects Document and addendum to the CIL Viability Study. These supplement the existing Viability Study, East Riding Infrastructure Study and Delivery Plan.
