An 'un-contested election' means that no vote takes place on polling day for a particular ward or parish. This is because not enough people were nominated to require an election to be held and the available seats can be filled without the need to vote.
If more nomination papers are received than the number of available seats then an election is held, and electors get to vote on who they would like to represent them from the available candidates.
